Or, if you're feeling particularly daring, go to Drozana Station. Watch the ERPers doing their.. thing. But don't get too close to them or they may want you to join in. Then again if you're into that, have fun.
Touche, exactly what I would've said, if you hadn't beaten me to it. Yeah, if you think you want to talk in local or zone, goto Earth Space Dock or Drozana, you'll think twice about it. The best thing to do is to get a load of close friends and go from there, friends in STO (if you pick them right lol) will probably want to talk atleast somewhat more civilly than most players would lol.
People talk on ESD, in their fleet chats and using teamspeak. Just like you'd expect in any other MMO that uses so many tiny, instanced areas. It's not like STO consists of big "adventure zones" with multiple missions like in most MMOs.

The proliferation of Transwarps and warp speed(they retooled speed to where Warp 5 now is roughly where Warp '10' used to be) mean people really don't spend a lot of time in sector space.
You need to join a specific channel or find some friends.
