Material Exchange Store(R&D)

I've been away for a long time. When I left we were still using the red/green/purple/etc. crafting mats that stacked to 250, and the other "rare" [blue] ones. I have huge piles of them stored with a bank alt, and I want to redistribute to my more main-ish toons.

I've been searching for how the switch works, and I'm finding conflicting and vague info. Some places say it's a simple switch, others said something about the new pieces being chracter bound. The exchange store itself doesn't really explain what it's doing very well either.

Is there somewhere I can see a detailed explination of how this all works before I do anything?

Old materials can be converted by "using" them. New materials are not bount to character.
