You can earn everything in most games, so that shouldn't really count.
Does buying stuff with Cash/Money/ $$$ give you a distinct advantage over non-paying players? No.
You can buy "Utility" items. Even "Payed Ships" just have a single utility (usually) that they come with. Like how the Enterprise can split into two. It's cool, but not very powerful.
Eventually you reach a point of saturation with easily aquired stuff, and you will see the distinct line of 'coolness' between the free stuff and the high grind or pay stuff. You don't have to go there but you will see the power difference and want to go there.
You can earn stuff you buy (most not all), but it will take much much much much longer to do so if not purchasing certain things.

So its f2p but you are gunna be grinding and grinding and grinding, or you can spend some money and speed things up and get a few ships that are a touch more powerful.

people like to think if a game lets you get everything for free eventually it is not p2w, but the literal definition of p2w is if you pay money will you have an advantage over others that did not at the same level as you.

The answer is most def YES you can pay money and become far better than those that dont and have played the same amount of time.
Win what exactly? PVP is so dead in this game, it won't matter. No amount of money is gonna win it for ya. You need grinded items for it that can't be ♥♥♥♥♥♥ with money and learn about skill builds. PVE doesn't require anything at all. The free level 40 ship you get can tackle any endgame content. Just keep playing and get reputation and fleet gear.

So as far as I am concerned, there is little to no P2W in here. Its more like grind-to-win if anything, because unlike C-Store items, you cannot buy reputation system items. And even then, you don't have to. PVP is meaningless as no system is in place for it and PVE can be dealt with if you know what you are doing.

Depends.
PvE is at a point where you don't have to buy anything, at all, to be effective. You can just use freebe ships from the start, towards the end-game just fine and dandy, and the game will ensure you are fully loaded for all of it. As the 'minanum' DPS to be effective hovers around 3K or so, and almost every ship in the game can do that if just set up with a bit of forthought behind it, you never feel underpowered in turn. Admittily, some Zen ships ( the Romulan's Scimitar being the most notable ) can get towards INSANE numbers, the most being around 50K DPS at that, making this games combat all but a joke in comparason, but agian, is unsessary.

PvP on the other hand is a MASSIVE yes. As the entire PvP game is just a damage race, whoever can deal out greater numbers will win over anyone else, as such the Zen ships and gear suddenly become far more importent, inclduing the Lobi consoles, that for the most part are only easly obtanable by cracking open a ton of lock boxes, that in turn require master keys to open. As such, the people who've dumped far more money into this game will have a far greater advantage over someone just using rep and fleet.

But honestly, if you just want to play, have a crew and do your own star journey, the game is never hard enough to warrent needing to spend Zen at all, inclduing that now they added more inventory, crew, and ship slots for free ( the only real issue still standing is DOFF's, as the 100 unit cap is rather harsh ).
As the poster above says, everything but PVP is perfectly fine without spending a dime. So, no.
Only if you plan on being a PvPtard that takes things wayyyy too seriously... Or you like dressing videogame women in expensive digital bikinis... Err... I mean totally functional woman armor.
Its hardly pay to win in this game. Mosttly its bying verient layouts or an iconic ship look with a near useless special console.

As you can see, all 3 are very alike to each other, just some minor differences, mostly with the BOFF layout. Also all those have Fleet versions which having the Zen version make it 1 Fleet Module instead of 4. The Fleet version add an addition Tac Console Slot.
I haven't seen a f2p game that isn't pay2win ...but some try to hide it. This game is still better than most because you can buy zen from your dil mining. This will allow you to buy anything that's for sale in the store. The only time you might have a problem with any of the f2p games is when they offer something that isn't available in the store to paid players.....and this does happen.
