Romulan: Scimitar (my favorite ship, has a unique bridge and you can use the stock if want)
Klingon: B'rel Retrofit (not a pack but I love it)
Bortasqu is respectable, but the 3-set really isn't worthwhile and it's a very cumbersome ship that's not for everyone. The Dyson Science Destroyers.. are very hard to justify; science ships require a lot of specialization that doesn't leave much console wiggle-room and the ships themselves have a lot of performance cavaets.
Before I would get into singular ship purchase advice, I'd rather have a better idea of how you like to play the game and what faction you primarily play as.
i mainly play as the Romies and i try to be a mix of DPS and straight up damadge dealer.
Same roll then (damage being DPS) and if you are Romulan there is no better choice then the Scimitar. It is a really fun choice and you will not regret it.
that's the romie ship that also can hold fighters right?
It is and they are some of the best in the game imo. The mimic enemy ships (holo projectors)
If you want DPS at the expense of all else, get the Scimitar(bundle).
If you want DPS with some agility, survivability, and versatility, get the Ar'Kif.
If you want DPS with some super-sneaky-torpedo-fun, get the T'varo.
If you want Pew-Pew Lasers Everywhere and can take a beating, get the D'deridex or Haakona.
If you want a warbird that can actually do science and comes with a bunch of gadgets, but has some glaring power issues, get the Dyson Science Destroyer.
Also, pick up the Valdore for the Shield-draining console. You can use it on any Warbird and it's probably the second-best console in the game(after the Vandal's Plasmonic Leech).

The ship is huge and the game engine will carry it when you turn. Think of a rocket in space, accelerate fast and then turn it left, momentum still carries it forward. What you do with a powerslide is use the inertia to your advantage. Build speed up then turn and you pull hook like patterns around a target or even orbit them with all you guns facing forward as you slide around them.
It is a little tricky to learn but once you do you can throw heavy weapons on the front (I believe it can use cannons), use the 2 piece bonus from the pack for a cloaked barrage, and just burst damage coming out of cloak really hard as you orbit the target and finish them off.

Romulans.. are kind of biased, as a faction, towards offensive ships. The D'deridex is probably the least offensive (paid)ship in their lineup, but Aux2Bat beam builds are quite powerful right now. STO is in an Age of the Cruiser at the moment.
Otherwise.. hmm.. I guess the Ha'nom might be the least-offensively inclined ship in their entire roster. There's not really a paid version counterpart to the ship, but the Haakona is able to split into an escort/healer combo. You could be a defensive support ship with an escort pet(or vice versa) with it if you really wanted to.
