1-shotting with a sniper rifle?

I came across a player, for the first time in years of playing this, who could kill me with 1 shot from his rifle even with full health and shields. I used to always think it required two shots. Is he a hack? I don't carry a lot of armor but I always put some into shields. Did he simply put all of his modules into his weapon? Is that a known way to be able to 1-shot people? Either way, that is some viciously cheesy ♥♥♥♥, and the first time I've ever come across it.

Must be a hack, I've gotten headshots and still takes two shots which wasn't amusing to me as I am a good sniper in FPS's.

Yeah, again, the only circumstance I can imagine where that could happen is if he put all his modules into his rifle rounds, and the person he shot had absolutely no modules whatsoever in shields or armor. The way it normally behaves, in all the time I've played it, is like this: If they are at full health, you have to pop them once for shields, and again for the health bar. Even in a best-case scenario, you might take off all shields and half-health, but it still requires two shots...

Sounds like a hack. Look out for a guy named Hypobadger.
