Will this game have steam achievements?

The game always gives an error when you try to open it, it's as if nothing was installed. Please solve the problem or I will have to ask for a refund and I really wanted to play.

I have completed the game, but a lot of the achievements are not registering. Not even the ones for play time.

When starting the game, I hit the 1 to start level one, and the screen is half cut off with nothing to do.
