Low frame rate on High?
Anyone else with a MODERN mediem tier PC have this problem? It keeps dipping to 19fps in certain areas.

That's merely just your computer. SR2 is a fairly old game so it's engine wasn't at its best.

^ No, this game is poorly ported and optimized, and quite a few people even with very good computers have trouble running it smoothly. The mod "Gentlemen of the Row" sometimes helps boost performance.

Most of us can run the newer games like The Third of Saints Row IV on Ultra settings but get low fps on vanilla Saints Row 2.

I also have to admit I may have been scammed on my graphics card, GT 740 SC, as I can't even ultra SR3 or Skyrim with a stable framerate.

Btw I hope you mean gtX 750... Cause a GT ain't runnin ♥♥♥♥ on ultra for skyrim.
