It is, the Anarchy edition isn't sold through Gamersgate, kind of stupid IMO.
perhaps buying it through Amazon.com is a good place to start, and it's dirt-cheap on there too I bought this game this past October, and it turned out to be the Anarchy Edition.
Oh, and as for the Sewers missions goes, the best time to do them (at least the first visit) is when Sheriff Black gives you the "Resupply the Watch Tower" quest, because by then, you'll have the Striker Crossbow with plenty of ammo for it and you can crotch down behind unsuspecting mutants to stealth-kill them
