edit: where did you get a sikkmod 1.3?? the last version on the page is 1.2... maybe that is your problem. or your pc is just not good enough since sikk need much more power then vanilla d3...
you could check neuroboy´s d3-guide, but it is not much help for problems with mods...
edit2: i had the same problems...it´s just SSAO that causes problems afaik. the rest is working properly... check my screenshots for comparison.
also check out the screens with color grading (?) on (realistic, darker) and off (colorful, brighter). i have to check out more options though. maybe i make a sikkmod-guide, since there are a lot of options that can suck up a lot of performance.
what error do you get, when you start d3? i start the mod directly with the parameter-setting in steam. you have to change some things in the config-file in the sikk-folder too.
I don't get an error while playing the game, just the horrible artifacts when I have motionblur and SSAO turned on. My system is way more then enough to run the game as I have an i7 overclocked to 4.7ghz, 8gb RAM and a gtx780 OC. I will make a quick video and upload soon to show exactly what the probs are.

but some things i saw...
dof+motion: deactivate it or lower the samples (no virtual samples, try 8)
softshadow: blur options maybe...
i don´t know if there is something to change about, but it looks like you have some kind of camera-overlay (reflection, dirt...) activated. there are some points (lens flare, etc.) that you could check too.
