Collected all Voxophones, got the achivement popup in game, yet the achievement is nowhere to be seen on steam.

I've tried restarting steam, rebooting my computer, varifying my game cache, reinstalling the game, and reloading the save and recollecting the final voxophone yet, no achievement. I'm playing the game for the what could be the tenth time, but on 1999 mode. I'm really upset that it's not appearing and it doesn' seem like this is a usual issue for anyone. I don't want to continue playing if I'm unsure if I have to replay the entire game in order to get the 1999 mode achievement if I don't get it at the end. Any help would be wildly appreciated, thank you.

You sure popup was about all voxophones? I think it pops up multiple times, when you collect every 5th or 10th voxophone
