World Rankings won't work

I have only the Race 07 base game. Is the rankings server shut down?? When I click on world ranking, the game says "Failed: general" on the screen top left and nothing more appears. In the same way, when I go to "competition registration" it doesn't work neither, I cannot enter any data in the form.

Anyone could tell me if those things keep working nowadays?
