General question about Race 07
I want to simulate a race as in I don't want to control any cars, is there a way to do that because i've been tinkering with the options and no dice.

As silly as this question is to me and I don't know why you'd want to just watch a race the only way to do that is to join the server as a viewer. Download the Race 07 Server, start the server, pick a car model, chose a track, allow 23 AIs and then join the server via LAN connection as a viewer. I've not tested this but it should work for you.

I wanted to make it rfactor type of simulation. I made the damage percentage all the way to 100 so if they crash at high speed it'll be a domino effect. Overall I'll try your method and thanks.
