Try Chris Crawford's Balance of the planet. Warning: it's ancient; it does have mouse control though and it's abandonware... size: 714 kb :p. It has all the features you like though, it's probably the game they based this one on. You can also edit the assumptions (eg. abundant/scarce resources, nuclear is safe/dangerous, etc. and the formulas).
