Got HDI up in Africa, now how do I move onto another region?

I was able to complete the primary objective and get the HDI up over 0.7 in Africa but now I can't do anything. Not sure what I need to go to recruit to other areas or anything. It won't even let me play any more cards in Northern or Southern Africa. It only lets me look at the news and stats. How do I move on to other regions?

Go to the main menu and hit new. It'll let you have some more missions.
