You could always just extract the soundtrack from the game's audio files, so I don't see why you'd need to upload it anywhere. That said, the game's audio files are usually around 192kbps in audio quality (256kbps if you're using the Unofficial Patch), so if you really want the music in high fidelity, you'll have to acquire the game's published soundtrack for its FLAC audio... but if that's the case, you're probably not looking for music on YouTube anyway (since YouTube's audio quality doesn't go above 320kbps, even for trusted partners and official artists).

The audio files you refer to are audio files of extremely limited duration (one of them topping off at 0:45 I think) that are sequentially ordered by the game to produce the feel of a continuous soundtrack. I tried putting them together for a previous upload, but I proved unskilled. This method was easier, and I am pleased with the results.

For the curious, it seems the order of the component music parts in the game is "1,2,3,4,sparse,6,7", where sparse is replaced by a region theme segment when not in the global view, and 7 becomes GoodTheme or BadTheme depending on tags on the globe.
