What is it I'm supposed to do? I've played this game several times and I still can't get past the first stage, which I'm thinking is supposed to be the tutorial stage, but it doesn't even explain what HGI is nor how I can help to get it above .7 in 5 turns.

Indeed, the game has a very bad tutorial, especially if you aren't familiar with various terms like HDI, GDP, GHG, etc. What you'll want to do is click on the little pie chart button in the top right corner, which will take you to the data screen. Here, you can browse around various pieces of data (both for individual regions and for the entire world): if you click on anything that looks like a button, chances are it will take you to a screen where the relevant data point is expanded, showing what it affects as well as what affects it. If you get lost in the data screens, the button with an upwards pointing arrow in the data window's top right-hand corner will take you back to the root data screen.

For example, clicking on the button labelled "HDI" in the main data screen will take you to the HDI data screen, where you will see that it is affected by three factors: average lifespan, literacy, and GDP per capita. Therefore, you will know that to increase HDI, you will need to increase at least one of these three stats, preferably all three. Note that in real life, HDI (Human Development Index) has only used these three factors up to 2010; after 2010, it was revised to use average years of schooling instead of literacy, owing to fairly high literacy levels worldwide, and GNI instead of GDP, since (roughly speaking) GNI represents how an individual purchases, whereas GDP represents how much an individual produces (using GDP therefore makes countries that produce more goods/services than they consume appear richer than they actually are, best example being the USA or other countries where multinational corporations are headquartered).
Pretty much every stat in the game has a real life counterpart, so a sub-5-minute Wikipedia search should answer most of your questions about what something is. How the stat is represented in the game, on the other hand, is actually quite nebulous, and the more you delve into it, the more you realize some of the incredibly gamey mechanics used by the game in some key areas.

Gotcha! I was thinking HDI was HGI (as it's called in the objectives) but I couldn't be too sure with so many acronyms being tossed around. I did try to improve things like quality of living, defenses against natural disasters, and of course security... hired more agents to play more cards... although I think I didn't pay attention to the GDP. I'll just have to go back to it and play better and look at that data more thoroughly.
