Unable to set a new base?

Can't get this game started because I am unable to use my mouse to click for a new base location - anyone else having this problem, and if so, got any ideas on how to fix it? My other X-Com game (Terror From the Deep) plays fine.

Just a shot in the dark- in XCom: Terror From The Deep you make bases in the ocean, you can't do that in U.F.O.: Enemy Unknown. . .
