If it uses the UWP Windows.Gaming.Input API you should be safe for 8 any number of XBox gamepads. If not it needs to have a way of disabling XInput and accessing the gamepads via Direct Input instead in order to support more than 4 Xbox360 controllers. I saw this in another thread but decided to make a central topic. I'm on a Win10 PC and I don't have the "add to cart" option either. I don't see it through the Steam client, Chrome or Firefox browsers (all latest versions). I also can't see it on the Steam Mobile app (Android 8.1.0 Pixel).
