You have to realize that the disc (the game) was released back in the late 90's (early 2000s?), so that was what, WIn98? At the very least, you'd probably have to install it under compatibility mode but as far specifics, it could get complicated.
So frankly, yes, you'll probably need to purchase the HD version since it was designed/updated to work with more modern OSes. Granted, there's still a tweak you have to do if you have Win10 since that wasn't out yet when HD was released, but by and large, it pretty much runs after that.
