But really, Steam or Bethesda should have the kahonies and fess up and help us understand what has happened here. They'll be amazed with the honesty of most people.
I'd say it was likely somebody from steam, since it was added to everybodies DLC menu as well for skyrim.
I don't think the devs have control over purchases on steam, they just pretty much send out patches (and if the dawnguard mentioned was sent out in a patch, it wouldn't be in the DLC menu) sometimes interact with the community for some games, and get paid. Though I may be wrong.
I would agree that it was probably on steam, hard to say though without any concrete facts. I think it is a reasonable speculation that this was doozy of screw up by someone and not an intentional "we just feel like being generous" gift.
