Unsubscribed mod keeps popping up.

It's a mod that gives Whiterun more plants to give it a bit more color. When I got Skyrim I went a bit mod crazy and wanted to see which ones would be ok on my computer. I was having some lag issues so I completely unsubscribed all of my environment mods that I downloaded from the workshop. But one of them is still there in my game even though I've unsubbed from it. I've made new characters and it's still there. At first I didn't mind it but now I just want it gone and I've also triple checked my sub list to make sure it's not there. All the other towns are fine and normal it's just Whiterun though.

Delete your mods cache.

one thing is to unsub a mod, that is the same as not updating it...If you don't want a mod anymore then you need to uninstall it...or for steam..remove the checkmark in "data files".....on the other hand..I only use Nexus, so maybe Steam do it different :)

Naw, you're right. You have to make sure its unchecked in the data files, although unsubbing usually does this automatically, so EvilCuppyCake1, I'd suggest unsubbing from all of your mods, favoriting the ones you want to keep, and then deleting your mods cache, and re-subbing all of your mods.

The best way to get rid of a Steam subscribed mod is to select the mod(s) in the Data Files, then click Delete Selected. That unsubscribes the mod -- if you haven't already done it -- and it deletes the file(s) so the game has no unsubscribed mod(s) to load.
