Hammerfell native should be on Stormcloak since they feel betrayed by the empire and went independent after White Gold sold out much of their land to the Thalmor, plus the Hammerfell believe that the treaty wasn't neccessary (some support there considering by themselves they drove the Thalmor into relinquishing what the empire gave them).
Cyrod and other imperial or thalmor controled province Redguard you could still justify imperial since Redguards (before White Gold atleast) had a long standing tradition of being part of the legion.
