why can´t i buy the house in windhelm after i have completed blood and ice ? :S

I think you have to become a stormcloak before Ulfric will grant you the privilage of buying a house in his city.

And complete a certain number of missions in the Civil War questline, yeah. I think it's two, you need to conquer Falkreath IIRC.

After you defeat ulfric you can talk to the new jarl and he will offer you to buy it then.

It's quicker to get it if you're a Stormcloak, but it's obtainable with both Civil War factions.

And it's worth it, IMO. All-round, it's the best player home in Skyrim itself (not counting DLCs and mods).

Windhelm House is my most useful house, not too far from forge and smelter, really good storage capacity.
