Hire homeless people to control all NPCs.
All they have to do is sit at a computer and give human responses to human questions when you encounter an NPC. Also control them. kthxbye.

why would you know any homeless people at all. this would provide them with shelter at a computer warehouse and they would make 50 cents an hour, + free lunch. They already hired homeless people to carry wireless routers and be "hotspots" for people's phones.

Homeless people? Bah. How about we take this plan to the next level and start breeding people specifically for the task. You know, train them to act as NPCs from birth. Kind of like Matrix but nothing like it.

It could always be a part-time job for anyone. After work, you could just log in to a website and control an NPC for some server. You should get paid a bit more than the homeless though.

Why not a Siri-type app coupled to the game engine? Give it a bunch of personalty sliders to modify the biases in it's responses, and you'd be gold.

Hell, in another ten years they might even be able to make Vocaloid software that doesn't sound like uncanny valley robo-midi voices (no, weebos, that's what that Miku thing actually sounds like). Put the two together and you get procedural diolog... sort of.
There was a job description like this in Cory Doctorow's "For The Win".
I doubt that the homeless would act and talk in a lore friendly way.
