Help in Skyrim with the reluctant steward would be appreciated!!

I accepted the Reluctant steward quest, only to find out that the quest arrow where I am supposed to find Varona's body is pointing OFF the map from Solstheim towards Skyrim! And when I am in Skyrim, it does the same! Did she land in the sea or something? How can I fix this???
