here are my specs. 4gb ram cpu: amd fx:8-150 3.60ghz windows 7 64 bit gpu: ati7970 i get constant frame rate drops and its very annoyig help?

I'm not very good at comparing specs like that, but have you tried using HiAlgoBoost? (it's a mod that improves the performance of skyrim significantly)

You got a few or a lot of texture/graphic mods installed?
If you do you might have to consider getting 8GB of RAM or more. Skyrim will use up 4GB fairly easy when you install a lot of texture/graphic mods.

i mostly fixed it i changed shadows to low it would happen to shadows and sometimes in the the open liek fields when it renders it studders

I'm getting huge frame drops from 120 fps down to 15. No idea what's going on, might be due to the new drivers (Nvidia anyway). Played it on a MacBook about aweek ago and no problem. Now on my desktop with GTX 680 EVGA SC SIG 2 and i5 @ 4.4. Have around 30 mods running but also had that on the Mac and no problem.
