Report a translation problem
What texture set did you try to get working? It is possible you have the free dlc that came with the game called hd texture pack and its overwriting the textures you downloaded.
Edit, I wanted to add that I never liked NMM before but after redoing my skyrim install (ugh), its very nice to be able to enable/disable mods on the fly.
I'm really curious on why mods like this worked on neither Oblivion or Skyrim : / Maybe it has to do something with the multiple GPUs (just a slightly uneducated guess)? I did notice that in both these games, during the first launch, when I go to configure the video properties in options it tells me I'm using the Intel, while in reality it's really using the Radeon.

and click the button to make the HD pack register to your game, then click install to make it download. After the download finishes, activate them and move them just below Hearthfire.
I did just install the ragdoll mod, and that worked perfectly as well. Strange things are afoot, hopefully soon we can find out what's happening with this mess.

They are all labeled with the changes that were made. One vanilla, one with the pack's load order right after the DLC, and another before it. I took a pic of a rock near Whiterun with some plants in the backround.
