Remember to give it a good kicking once you find it..Try this by deactivating mods you think may be the problem..
I do everything through the steam workshop, so the unoffical patches should be up to date.

Notice that disabling all modifications can cause further problems if any of those disabled modifications alter original scripts or contain their own scripts, since the save game will expect these scripts to be loaded even if you have disabled or uninstalled them.

No, wrong on all accounts, sorry. This is caused by either a wrong load order or a conflicting mod. There is no such bug in vanilla and the UPs do not cause this either.
@ Sasha: deactivating a plugin is not enough. Follow the advices at the bottom of the description page here[skyrim.nexusmods.com].
This has been said a countless times: it's caused by either a wrong load order or by malformed mods that drop loose scripts in the \Data folder and alter the Dragons behavior. The USKP itself has absolutely nothing to do with this and doesn't conflict with the DB DLC in any shape or form.
You're lead to believe that it's the culprit because upon deactivating it you're able to absorb souls properly but it's just because those mods scripts badly clash with it.
