There's also an exploit using Alchemy some might recommend, but imho it's really not necessary.
So many odd things that the game doesn't explain very well..
But it depends on if you put your level up points on Smithing to gain this Armour improving increase ability....
Also..as you level up, the Armour rating Automatically increases with you....

You will notice improvement categories such as Fine, Superior, exquisite, epic, Legendary....These are the different increments of your improvement skill as you put points on your smithing...you got nothin to worry about..check the link Stabby's given you :)
