im on the quest where i have to pose as the gourmet and poison the emperer but i get to the cook and thats as far as it will let me go she dont finish talking to me how can i fix this

I CANT LEAVE THE BUILDING ALL THE DOORS ARE LOCK
CANT OPEN WITHOUT A KEY CANT PICK IT EITHER

Put on the cheifs hat. There is a whole rack of them on the side wall.
