Not sure about complete Heterochromia but it does add partial heterochromia options ala Simon Pegg.

It not only ads basic heterochromia, but also eye differences like having spots in the iris in a very natural way, or having much more detail in the eyes in general, rather then just a single flat color and really improved the look of the eyes in general.
Its also made by the same person who makes ETaC so you can be certain that its amazing quality.

The mod also gives eyes depth, while a lot of the other mods I find makes eyes look really flat.
It also covers all races, all eyes, and even adds in new vampire eyes that you can have a pupil or pupiless option for and adds in consistant vampire eyes for the beast races as well
