Game textures to bright!

my game textures look like this http://steamcommunity.com/sharedfiles/filedetails/?id=397421284 white textures get effected by this more than any of the other textures

brightness is all the way down. and it doesn't happen outside

That reminds me about the time i played whit one defect monitor.
But you dont have that issue? or?

this is the only game this happens on. and it is only with white textures

Have you tried to verify you Skyrim files?
You can need one new SkyrimPrefs.ini file.

that's the first thing i did. been like this from day one

It looks like a problem with your graphics drivers. I suggest updating or reinstalling them and then verifying the game cache - alternatively, you could try a complete reinstall of the game. Another solution may be to delete SkyrimPrefs.ini, then try - as previously mentioned - verifying the game cache. After that, try reinstalling DirectX. If you have any mods, you should reinstall them.

Have you got a mod installed called Milan Dungeons 2 or something like that, as someone else posted about bright dungeons last week and it was definately caused by that mod.

no
