Go to Documents/MyGames/Skyrim and in that folder delete the two Skyrim files (configuration settings). The next time you start the game these files will be reacquired.
The files are Saves, SKSE, RenderInfo, Skyrim, SkyrimPrefs. Which should I delete and should I do the same for the skyrim file within steamapps
The mod is still there, theres still text in the upper left corner and while it's slightly more stable it still has an aweful frame rate and still has werid visual glitches
download manually that ENB and check the files it gives. deleta all those from skyrim directory (which come from ENB). usually main file of ENB is d3d9.dll. is it still there?
^ This. These types of probelms are rare. When basic file verification does not remove the probelm, it is always safest to assume that there is something extra around.
Let's install you Skyrim one more time, shall we? Le'ts do it one step at the time.
- From Stem client Library view, right click the game and select Properties > Local Files > Delet Local Game Content.
- Exit Steam. (Important)
- Delete your Skyrim folder from ...SteamApps > common. Remember to backup all screenshots that you might have taken with Print Screen button.
- Delete the Skyrim configuration files from (My)Documents > My Games > Skyrim, OR delete the whole Skyirm folder, if you are ready to start a new character.
- Go to your Steam folder. Delete the folder named appcache. (Important)
(- Optional, but recommended: Run CCleaner for registery, or your other favorite registry cleaner)
- Reboot your computer (Important)
- Start Steam and reinstall Skyrim.
I can't see how this wouldn't fix your problem, if it came from something you installed to your game.
From there delete any other enb files such as enbraindrops.tga and enbsunsprite.tga and enbpalette.bmp
THAT's how you uninstall an ENB.

If you two had paid attention, you would have noticed that this was already suggested above and my comment was related to situation where merely removing the file does not work.
Skyrim mods are not plugins, you can just pull away. Some of them - especially ENBs - will include their own files (as Red demostrated) to the game and occasionally require changes to existing configuration files as well.
More over, you would have noticed that OP had already tried to reinstall the game. To vain, when previous installation data is still present. That data can be cleared only by removing appcahce folder and optional registry cleaning will ensures that traces are removed properly.
Same effect is present each and every time you verify the integrity of game cache. Your problems will remain, if data in appcache folder is messed up as it usually is - defending it's place as currently weakest link of Steam installation.
