where to find Theoron

There is a quest called "the paper mirrow" in the interesting NPCs mod. I was directed to the windpeak inn in dawnstar to find one called Theoron, but there were no one except the innkeeper and his daughter. I watched some videos of this quest and Theoron was either outside or inside the inn. Does anyone know where to find this guy?
