Skyrim Creation kit - Follower bug -

Okay So I've followed multiple tutorials..the first time it worked perfectly fine, but now I can't seem to make a follower. I can create the npc but when I speak to them the follower option does not come up...they do however give me items sometimes.

Like I mentioned I followed the tutorial, I'm unsure what to do now because I can create the character easy, but thats all. Has any one else had this bug? or been able to fix it? I would like a quick answer as I would like to resolve this asap.

Just to rule out the obvious, but when you try your "New Follower" in-game, you are creating a new game right?

It's usually not a good idea to modify an ESP then use a save that already has that ESP saved into it [you can use an existing save with your mod, but be sure to vacate the area of the NPC to ensure your mod refreshes to reflect the new changes].

Yeah, though i have the new start mod on. Would that at all affect the creation?
