As in, in-game? Yeah, you have to be about level 10 to be invited to join the Dawnguard, Dragonborn main content starts after you visit the Greybeards for the first time, and Hearthfires you'll be invited to visit the Jarl of Falkreath around level 10. (You can visit Solstheim as soon as you install Dragonborn, though, but you won't be able to do certain parts of the content, I think).

it is already in the game it doesn't need another launcher (if you want to be sure open game from launcher, press data files and you'll see it there)

To see if the DLCs are installed or not, check your load order and make sure Dawnguard.esm and Dragonborn.esm are both present and checked. If they are, then refer to the above posts on how to start the quests.
