HELP- Skyrim won't launch?

I have a Windows 8.1 computer and downloaded Skyrim from Steam. I was able to run it once but now whenever I try to start it it says 'Failed to start- missing executable'. I've looked at the Steam help page and done everything it says to do and I also installed Dll-Files Fixer which replaced the steam-apdi-dll folder or whatever it was that the launcher said it was missing. However, I've had no luck. Windows 8.1 has built-in Windows Defender, could that be what's causing the problem? Thanks in advance.

open steam/steamapps/common/skyrim and check if you have tesv.exe and skyrim_launcher.exe

I have the tesv.exe file but not the Skyrim launcher, apparently.

verify teh intergretiy of your local files:
right click skyrim in the library->properties->local files->verify....
