At best, look up how various rigs have been reported to handle the official game and DLC packs, including HD textures, and the various settings.
Now, the first thing you know is that, due to the large mod community, it's likely that you will be able to mod your game in order to get BETTER performance than those reports. However, once you mod your game for that and then start adding graphics mods, you will have to do a lot of work to maximize your performance.
The only thing I can say is that you will get better performance through the use of a few performance mods than what is reported with a default install and no mods.
