You start the game through Steam? The launcher pops up and you open 'Data Files' and you don't see 'Dragonborn.ESM'?

Open up the Skyrim game directory (Rclick on the game's title, select 'Properties', 'Local Files', 'Browse Local Files') open up the /data directory. See if Dragonborn.esm is there. If its not then you don't have it installed.

Right click on SKYRIM in your games list, scroll down to bottom= properties, left chick on it, then click and open local files, click on "Verify Integrity of game cache" takes afew moments to do it's thing, when it's done it will say one file failed,= DO NOT worry about it, just press "FINISH" then press play, the game will now detect your graphic's card, that is the one failed file now doing it's thing now, when done it's will set it's recommend setting for your PC. Check your Skyrim data file and see if dragon is there and in it's correct load order.

You cache might think that you have all the data, while it haven't been fully downloaded and activated. If nothing else works:

- Exit Steam
- Find "appcahce" from your Steam folder, usually in C:\Program Files (x86) and remove it.
- Restart your computer
- Restart Steam
- Verify your game. Follow Triggers instructions.
- Make sure that Steam automatically created a new appcache folder to previous destination.

You might see some other games doing some amount of downloading as well. Don't worry about it. They are just making sure that everything is up to date, when new application cache gets built.

We all hope that you can sort this out.
