question about the waking dreams book
can the skill reset be done only once?

If you have the dragon souls, it can be done multiple times.

when it open it says something about a flash of something before my eyes then its gone.

Gee I never knew that, never been in my game, waking dreams is one of 7 books. You do his (Mora) bidding but you don't trade dragon souls only lost of life is the sharman giving up his secrets and then Miraak.
