There are three similar enchantments, one which reduces magicka cost for a given school, one which increases magicka regen, and one which does both - but will always be weaker than the effect you'd got by using one of the first two.
As for how to get stronger enchantments on gear you make, there's a few factors:
Your skill (skill of 50 will, even without any perks, let you make a somewhat better item than you could at 15)
Your perks (in particular, the first perk has, I think, five ranks, which make all your enchantments progressively stronger, there are also perks that benefit certain types of enchantment)
Any "fortify enchantment" effects on your character (mostly this comes from potions, vanilla doesn't allow fortify enchanting enchantments, some mods may also add things like a special book by the enchanting table in a house mod that gives a short boost to enchanting)
The strength of soul (not gem, the soul inside it is what matters - a grand soul will make a significantly better enchantment than a petty or lesser soul)
