There are no new updates.

99.99999% certain that what you got was an update to one of your Workshop files.

I will ocassionally recieve an "update" that doesn't exist.
I don't know why but it will say I have 1 out of 1 things downloaded and I go to see what updated and its a game like Fable The Lost Chapters or another game that hasn't even been looked at by the developers in years.

Its a lie.

Either of you localized? Sometimes Steam things files are corrupted and redownloads some.

No planned updates, support was dropped since the dragonborn dlc.

Steam update and game update are two different things...
