That link does not work but you need to make sure you install loot and run it through mod organizer do not use the sort option, make sure you run it and hit apply, then you match the left side with the right side usually sometimes you may need to move something but the game and all 3 dlcs should always be at the very top with the usleep patch right below those.
Here is my load order to give you an example.

Note that FNIS comes with a seperate program that must be run through MO, generatefnisforusers. After running it you will need to make a mod of it from MO's Overwrite folder. I would also recommend ignoring LOOT and put the XPMSE mod near or at the bottom (highest priority number) of both your left and right panes.
Racemenuplugin.esp is not needed if you upgrade your skeleton, the sliders it contains are included in the newest XPMSE, so you can just uncheck it in the right pane.
I have linked LOOT here, with instructions how to run it. Remember to sort your LEFT panel as well, or your resources will be loaded in the wrong order.
