holding off leveling
Let's say for RP and heavy modding purposes I do not wish to level past 1 for a while. If I simply refuse to open the menu to level, but continue to go about my business, will the world stay level 1, or will it scale up everytime as usual?

I guess a better way to ask is, does the world scale the instant your bar fills up, or does it scale once you close out the level up skills screen?

I actually have no idea but I think you hold off on levelling the world. I'm actually pretty sure with some thought because you can finish the game at level 1.

The world levels with you.
Meaning if you are level 1 it will be level 1.
No mather how many skill points you max out.
Aslong you dont level the world doesnt.
Keep in mind tho alot of things can kill you easly at level 1.

The encounter zone levels as soon as you enter a cell for the first time, or when a certain time has passed when you enter it for the second time. Certain levels are fixed at a minimum. A dwemer robot would be level 16 at least. For game purposes as long as you don't open the menu you will be level 1. If you open the menu however you will have to spend everything at one go, you cannot stop it halfway and exit the menu.

right, I knew that last bit, I just wasnt clear \if the world takes that into account.

to avoid gaining a skill point for picking up a skill book, use your follower to pick up all books and then take the books from your follower without reading them, just put them on a bookshelve until you are ready to level up

The only issue that you might have is gaining multiple levels at the same time when you do decide to level up, because of all the accumulated skill gains.
