They don't actually exist, they are nowhere in-game.

It is meant to be a reference to her devotion to the dibelian arts. It is meant to be that she did an erotic dance in some heavy armor for her new lover.

The boots or the note? There aren't any boots in the Bunkhouse. I don't think there's a trout, either. The note is on a counter, I think the one Haelga stands by.

Well, there are no boots in the Bunkhouse, but you could pretty safely add a set through the console* if you want them for a specific character idea before you have access to crafting them. Either

player.additem 1396A 1

to add them directly to your inventory, or go to the Bunkhouse and type

player.placeatme 1396A 1

to spawn a set nearby which you can then "steal" (although they shouldn't actually be marked as owned).



*(the console shouldn't be used willy nilly, it can cause weird and unpredictable problems but giving yourself ordinary (non-scripted, non-quest-related etc) items is usually okay - but always make a hard (menu) save beforehand.)

Yes, after humiliating her with the marks next to where she stands is a note. Like the lusty argonian maid books it is just a bit of naughty considering how clunky heavy armor looks.
