Pressing block would block with both shields, and bash would bash with both shields.
Why would you need to do it individually? I believe Targe of the Blooded is the only shield in the game that changes the effect of bashing.

they do have a shield that does so, the targe the blooded shield before blackreach has 20%lesd armour and i think 30% more bashing damage than a steel shield, correct me if i'm wrong but i think those are the stastistics of it
