You still get a lot of the colour / lighting correction, so it improves the overall look with only those features on, but you should get a bit more frame rate than everything turned on, though probably quite marginal. DoF is a big frame rate killer, so that's to your own taste really. I just can't live without it any more lol.
Also, I like how RealVision makes the night and dungeons realistically dark. That's the first thing that I really didn't like with vanilla. It's like things emit light their own light. When you're playing a squishy mage in legendary, it makes it so you have to creep around and actually use torches or lighting spells.
It made my game a lot more immersive. Being able to see in a dungeon that doesn't have any light sources kills immersion for me.

disclaimer: if you notice the weird fps and v-sync issues in that video, that has something to do with how it recorded on shadowplay and was converted with youtube. The game runs much, much smoother than that.
ENBs has nothing to do with "high quality graphics". Those are dependent on your textures. ENBs tweak graphic options and have accompanying lighting mods which change things like color, saturation, warmth, and a whole lot more. You can use an ENB without any HD textures at all.
The purpose is to change the atmosphere of your game. You can make it look realistic, or cold and harsh, or warm and fruity, or fantasy-like and foggy, or a whole lot more.

Edit 2: The video shows vanilla to RealVision with CoT installed, I believe, which is a weather mod that's why you'll see snow and rain effects are more pronounced in the video when compared to vanilla.
All in all, as a package, RealVision (and all the required mods) is really great. Light from fires are nice and warm, when it's snowing or raining and you look up, snow and rain will get in your eyes and blur your vision for a second or two, and there's a lot of other small touches that really improve immersion for me.
