Skyrim Screeching Sound (video clip included)

While playing Skyrim this screeching sound is looping about 70% of the time. Mostly always outside and more rarely when in places. I've noticed it also plays when at the metronome blades in dungeons.
Anyone have any idea on how to fix this?

I've tried updating my sound drivers and lowering the sound quality.

Possibly a corrupt file so I'd verify the game cache. Then if that did not resolve the issue, I would open my audio control panel, update my drivers and probably fiddle with the audio playback settings.
