So I installed some enhanced graphics mods, and when I disable and enable them..I see nothing different.
I started Skyrim up, with mods off. Took a good look around, and then restarted Skyrim. This time I turned them on.. nothing changed.

alot depends on your settings and resolution , if either are set low, med , i doubt you'll see a difference, with the hires enabled , and you dont say what textures you added, or how you added them , if you activated them what they're for

who knows , you post sounds more like a statement than a question

I got up and ate breakfast this morning, drank my coffee, and took a shower before work. Nothing changed. What did I do wrong?

Butter your toast or milk in your cornflakes.

And it is a question, just stating my experience. I do want to see the HD Skyrim so many people talk about. Game looks alright in ultra, but if it can look better why not

Gopher has a video on YouTube showing the difference between the vanilla graphics and three other enhanced graphics mods.

The HD texture pack that's the free DLC doesn't change a whole lot, textures here and there.

As for third-party mods, I wouldn't know. But the high res texture pack you can download from the store isn't a night and day difference.

Check your load order.

The game loads mods in the order of the list. For your mods to work, they need to be below the original game files.

There is usually documentation of exactly what order to load them in on the description page of the mod.

Let's start over...

Which graphics mods? As mentioned above, the "Official" HD DLC textures are pretty pathetic. I'd recommend one of the user-made mods, like Skyrim HD 2k, I think it's called. Try those and see if you notice a difference.

The mod "Immersive Saturation Boost" makes the textures look sharper and more vibrant as well. I highly recommend it. Try those and let us know the results.

I donwloaded the enchanced terrain and city packs, they looked pretty good in the previews

You want a really good looking game, just follow the instructions on installing this ENB and install all of the optional mods on this list.

Realvision ENB:
www.nexusmods.com/skyrim/mods/30936/?

It's what I'm running, with the exception of a different ENB; and the game looks pretty awesome!
