Can't proceed beyond opening "cutscene"
Hello. I'm having a problem with starting a new game. When I am able to see I'm on the wagon with Ulfric and gang, the camera is spinning uncontrollably due to the entire wagon seemingly have desynced from the map and is spinning in the air non-stop.

I've dealt with it up to when I here General Tullius say "Good. Let's get this over with" hoping that when my character gets off the wagon, it will stop but I never do. I've let the game run like that for 30 minutes waiting and hoping that my character will get off but never happens.

So, I'm stuck in the prologue unable to play the game. I've looked through the discussions on Steam but haven't found anything similar to what I am experiencing. I have no mods or the high res texture pack installed; just Skyrim and the three DLCs installed. Thanks for any help.

Rule of Thumb: Vsync (Verticle Refresh) set to always ON and FPS not to exceed 60. The game physics go wild if not. Sound default 24 bit 48KHz stereo and if Realtek then "Loudness Equalisation" on. If monitor is 120-144Hz then set it to 60Hz or adaptive refresh rate or some such from GPU utility program. If you can't then "FPS Limiter" from Nexus will do the trick. http://www.nexusmods.com/skyrim/mods/34/?

Install USLEEP. For your issue, unmodded, try limiting your fps to 60.

I went into Nvidia control panel and changed Vsync to adaptive and it works now. Thanks for the help.

I had the same problem, the cart acting like it was in an industrial clothes drier. One particular mod (Static Mesh Improvement Mod) seemes to be one of the cluprits.

The "Prisoner Cart Fix" mod seems to help out (havent had the problem after installing)
